DOD POSITION, NAVIGATION, AND TIMING (PNT) SUPPORT
Overlook provides the Office of the Assistant Secretary of Defense for Networks and Information Integration (NII) programmatic and engineering support, technical analyses, assessments, and policy formulation support with respect to the development, acquisition, deployment, and operation of all Department of Defense (DoD) PNT systems including national security, civil, commercial, international cooperative, and other policy aspects of the Global Positioning System. Specific task areas include:
• Global Positioning System security policy
• Program management and oversight of the DoD's PNT Executive Committee
• National PNT Architecture and PNT system-of-systems evolution concepts
• Interagency coordination and international cooperation
• National and international spectrum activities
• Congressional reporting
• Defense Science Boards
• DoD input to the Federal Radionavigation Plan (FRP)
• Navigation Warfare (Navwar)
• Policy Board for Federal Aviation
NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA)
Since 2003 Overlook has provided navigation policy and engineering subject matter expertise in support of GPS and PNT activities within Space Communications and Navigation (SCaN) program of the Space Operations Mission Directorate (SOMD) at NASA HQ. This support now includes:
• Supporting the Standards Manager
in producing recommendations and standards for the interface of ground
and space systems, and supporting activities relating to the
International Operations Advisory Group (IOAG) and Consultative
Committee for Space Data Systems (CCSDS)
• Supporting the Senior GPS
Technologist in interagency activities in the areas of: (1) PNT policy,
requirements, and technology; (2) acquisition and management; (3) PNT
interagency groups; (4) developing a Navigation Roadmap for
infrastructure and technology developments to support NASA's PNT
mission; (5) coordinating PNT activities within the NASA centers

Supporting the Senior Telecommunications Specialist in PNT activities
relating to NASA representation to the Interdepartment Radio Advisory
Committee (IRAC) and its subgroups, GPS protection, spectrum
relocation, Agency Emergency Planning Group, and the RNSS Experts Group
CHIEF OF NAVAL OPERATIONS STAFF
Overlook
supports the Chief of Naval Operations N6F Staff by providing a broad
range of programmatic and system engineering support, technical
analyses, assessments, and policy formulation support. Specific tasks
include:
• Space Based PNT and GPS Program Support
• Navy GPS User Equipment Program
• Requirements development and acquisition oversight
• Future Space-Based PNT Needs
• NATO Navigation needs (Sub-committee 8)
• Space System Vulnerability and Space Control
• Space vulnerability assessments
• Support Navy N6 liaison to Navy Space Team
• Space control input to the Navy's Program Objectives Memorandum (POM)/budget cycle
National Security Space Office
• Supporting the development of a more effective and efficient national Positioning, Navigation and Timing architecture in the post-2025 timeframe
National Reconnaissance Office
Overlook supports the NRO in identifying and characterizing new and emerging emitters that are designed to degrade, disrupt, or deny GPS and SATNAV system information to US and coalition forces. Our work includes the formulation of testing parameters to fully quantify and qualify emitter capabilities including, but not limited to, anechoic chamber testing, laboratory or bench testing, and open air testing.
• Identifying and characterizing new and emerging emitters designed to degrade, disrupt or deny GPS
Supporting the Army Communications Electronics Research & Development Engineering Command (CERDEC)
• GPS receiver electronic protection (EP) test and evaluation JCIDS
• support - PNT JCD, FSA, ICD, CDD, CONOPS and Milestone ‘B' development for Navigation Warfare
• Army/CERDEC support to PNT Architecture, Navwar WG, PNT S&T Roadmap
