Senior Program Management Specialist (MD18-03)



The candidate will report to the PMW/A170 Navigation Division Principal Acquisition Program Manager (PAPAM) and Air NAVWAR Assistant PM (APM) via the Air Positioning, Navigation and Timing (PNT) Integrated Product Team (IPT) Lead embedded within the NAVAIRSYSCOM AIR-1.0 PMA209 Air Combat Electronics Program Office at Patuxent River/Lexington Park, MD. The candidate shall possess an understanding of engineering, design and technical support requirements and issues related to the development, acquisition, integration and upgrade or change of GPS User Equipment (UE) intended for designated Naval aircraft platforms; notionally, these platforms include forward fit or retrofit of aircraft for specific series of F/A-18, EA-18G, F-35B/C Joint Strike Fighter variants, H-53, MV-22, MH-60R/S, H-1Y/Z, and Unmanned Aerial Systems (UAS). This GPS UE includes stand-alone and embedded GPS receivers coupled with Navigation Warfare (NAVWAR) GPS anti-jam antenna systems The candidate will serve as principle point of contact and platform advisor/manager for GPS Modernization and NAVWAR GPS anti-jam capability projects for assigned platforms in the RDT&E phases of development including Technical Maturation and Risk Reduction (TMRR); Engineering and Manufacturing (EMD); post-EMD leading up to Full Rate Production (FRP); post-FRD RDT&E activities such as Follow-on Operational Test & Evaluation (FOT&E) to designated Naval aircraft platforms. The range of products provided by the PMW/A170 and PMA209 Program Offices include legacy and Modernized GPS UE (MGUE) airborne receivers with embedded security features; the conformal controlled reception pattern antenna (C-CRPA) GPS AJ antenna; Advanced Digital Antenna Production (ADAP) GPS AJ; federated and integrated small antenna systems (SAS) for SWaP challenged air platforms; and digital antenna control unit/digital antenna electronics (DACU/DAE) developments. The candidate shall assist in the development and evolution of engineering, contracting, or technical documentation which impact integration management and support. The development/update of acquisition documentation, briefs, position papers, specifications and statements of work and other documentation necessary for development and sound program management of GPS Modernization and NAVWAR GPS anti-jam projects and program of record. The candidate shall participate in PMW/A170 risk assessments to support acquisition decisions and may serve as part of a risk management board to evaluate electrical, mechanical, software and integration design and functional risks. The candidate shall support preparation for and, when directed, participate in acquisition decision, program and design reviews, conferences, technical working groups, discussions, and meetings in support of the PMW/A170 Navigation Division PAPM/APM and Air PNT IPT Leads. The candidate will assist or represent the Navigation Division and the Air PNT IPT and interest of Naval aviation in conferences and meetings related to fielding next-generation GPS capabilities in Naval manned and unmanned aircraft. The candidate will develop briefs, schedules and plans for educating the Fleet aviation community to help craft an acquisition and program management strategy to field GPS UE; counter GPS Threats in support of the NAVWAR Mission; communicate PMW/A170 PNT capabilities; and disseminate impacts on the loss of PNT to operational aircraft, systems, and mission areas. The candidate will be required to liaison with Type Desks, Program Manager Air (PMA) program offices, and Navy and Joint intelligence and test communities to help support arguments for making GPS protection a Fleet or platform priority.


Naval Air Station Patuxent River

Education and Experience

Bachelor’s degree in an engineering discipline. Ten (10) – fifteen (15) years’ experience in program management for a DoD/service material development and acquisition program (at least at DAWIA PM Level III is preferred) may be substituted for formal degrees.


Microsoft Office Suite experience required Have proficiency in all Microsoft Office applications. Ability to work in a team setting with rapidly moving deadlines is essential along with strong communication and interpersonal skills. Flexibility for occasional travel.


Must be US Government Security Clearance Eligible.


Fleet experience as an operator and/or senior avionics maintenance management in Naval aviation is a recommended characteristic, but not specifically required. Working knowledge of Navy Carrier Air Wing and Marine MAGTF/Assault Support Air operations. Working knowledge of the Naval Air Systems Command (NAVAIRSYSCOM) Systems Engineering Technical Review process. Familiarity with GPS and/or other Positioning, Navigation and Timing (PNT) technologies.
