ANNOUNCES NEW PRESIDENT

 

Mr. Michael L. Sorrentino and Mr. Raymond F. Roddy, co-owners and founders of Overlook Systems Technologies, Inc. ofVienna, Virginia, announced today that Mr. Douglas S. Taggart has been named President of Overlook effective June 1, 2008.

 

Overlook Systems Technologies, Inc. is a professional engineering and technical services, veteran-owned small business established in 1987 and headquartered in Vienna, Virginia.  In addition to the Vienna office, Overlook has three business units in Los Angeles, California; Colorado Springs, Colorado; and Albuquerque, New Mexico.  Overlook has 70 employees with annual revenues approaching $12M.

 

Mr. Taggart has more than 25 years of experience in electronic navigation, positioning and timing systems.  He received his Bachelor of Science in Electrical Engineering from the United States Coast Guard Academy, New London, Connecticut, in 1976 and a Master of Science in Electrical Engineering from Purdue University, West Lafayette, Indiana, in 1980.  Mr. Taggart joined Overlook in November 1996 following retirement from the Coast Guard.

 

During his Overlook career he has supported the Office of the Secretary of Defense in numerous areas to include: formulation of the Defense Department’s GPS Security Policy, GPS Modernization, allied use of military GPS, navigation warfare, national space-based navigation policy, and international outreach efforts on civil GPS cooperation with Europe, Japan and Russia.  During his Coast Guard career he had assignments in radionavigation research & development, systems engineering, operations and program management.  As the Coast Guard’s Radionavigation Program Manager, congruent with the operational declaration of GPS, he directed the transfer of overseas Loran-C sites to host nation operations, termination of the Omega system, and standup of the Coast Guard’s maritime Differential GPS network.

 

In 2005-2006 Mr. Taggart was the Institute of Navigation’s American Association for the Advancement of Science (AAAS) Congressional Fellow serving on the staff of Congressman Brad Miller.  Mr. Taggart is a Council Member of the U.S. Institute of Navigation and serves on the Board of Directors of the International Loran Association.  Additionally, he is Chairman of the Institute of Electrical and Electronics Engineers – USA (IEEE-USA) Committee on Communications Policy, Vice Chair of the Transportation and Aerospace Policy Committee, and member of the Critical Infrastructure Protection Committee.

OVERLOOK SYSTEMS TECHNOLOGIES, INC. AWARDED
$10M GSA ORDER FOR JOINT NAVIGATION WARFARE CENTER SUPPORT

The United States Strategic Command (USSTRATCOM) has awarded Overlook Systems Technologies, Inc. of Vienna, Virginia, a two-year GSA Order (base year plus option) for technical support to the Joint Navigation Warfare Center (JNWC) at Kirtland Air Force Base, New Mexico.  Overlook selected Science Applications International Corporation (SAIC) as a teammate to provide support in response to USSTRATCOM’s June 2007 solicitation.  The award coincides with the transition of the JNWC from the Office of the Assistant Secretary of Defense for Networks and Information Integration to USSTRATCOM on 1 October 2007.

The JNWC was chartered in October 2004 by the Deputy Secretary of Defense.  Its mission is to integrate Navigation Warfare (Navwar) concepts across the Department of Defense (DoD) with a focus on operational-level warfighter support.  The JNWC assesses vulnerabilities in Position, Navigation & Timing dependent systems and develops tactics, techniques, procedures and mitigation strategies to enable combat effectiveness of fielded DoD operational systems.

Overlook’s Director of New Mexico Operations, Jim Wilson, and on-site Program Manager, Tom Kennedy, see this contract award as a reflection of the confidence the government has in Overlook to support a growing joint organization with a warfighter focus on a dynamic and evolving mission area.  In response to the announcement, Kennedy noted that "Overlook has been providing world-class Navwar support to the DoD since the inception of the Navwar concept.  The Overlook/SAIC team is proud to have been awarded this contract and looks forward to continuing to support the JNWC with its signature expertise and professionalism."

AGI and Overlook Terminate NavTK Software Development Agreement
EXTON, PA (Aug. 24, 2006)—
Effective today, Analytical Graphics, Inc. (AGI) and Overlook Systems Technologies, Inc. (Overlook) announce the termination of their Joint Product Development Agreement for Navigation Tool Kit (NavTK) software. The decision to terminate this agreement was based on individual business requirements and in no way reflects adversely on this business relationship prior to the decision. AGI is continuing to develop, market, and sell the NavTK product line independently, and Overlook has no further interest or involvement in that activity.
