Primary support for national PNT and GPS policy development.
Overlook has provided continuous support to OSD since 1987. Tasks include support for GPS/PNT Security Policy, Federal Radionavigation Plan development and management, US Government hardware and software export guidelines, Navwar security policy development, and reviewing and processing DoD policy waiver requests. Overlook also supports the National Security Agency, the National Reconnaissance Office, the Air Force and the Army in several critical Navwar efforts to include advanced system requirements, international programs with key allies, and test and analysis of current and future threat systems. Overlook provided extensive support to the FAA’s Satellite Program Office in the initial stages of the Wide Area Augmentation System (WAAS). Overlook involvement ranged from preparing the WAAS system specification and related acquisition documentation to providing GPS-related training to FAA Headquarters and regional personnel.

Primary support for GPS Operational Control System and requirements development.
Overlook provides analysis to support development of GPS capabilities requirements documents for AFSPACE DRN, drafts GPS CONOPS documents and GPS signal specifications for STRATCOM and AFSPACE including transformational plans to implement effects-based GPS operations, and has drafted the AFSPC GPS threat definitions to support Navwar analysis. Overlook operates the DoD GPS Support Center for the 50th Space Wing providing operational GPS assistance to all DoD GPS users, the FAA and the USCG. Additionally, the GPS Support Center provides analysis to support 2nd Space Operations Squadron management and operation of the GPS constellation. Overlook is a leader in GPS training and is responsible for the development of the GPS Advanced Space Training course for the Space Warfare Center. Overlook has developed the GPS Integrity Anomaly Database and supports reliability engineering analysis for the Integrity Failure Modes and Effects Analysis effort being managed by the Volpe Center, a part of the Department of Transportation.

Primary support for GPS user equipment development and acquisition.
Overlook has provided system security engineering and program management support to the GPS Joint Program Office continuously since 1988. Overlook has supported the development of the legacy and modernized GPS security architectures and their implementation in military GPS user equipment. Overlook has assisted in the engineering development and security evaluation of all generations of GPS cryptographic modules and user equipment. Overlook is currently developing the security requirements to implement the new Protection of Navigation information assurance security architecture and advanced anti-tamper technologies into the modernized user equipment. Overlook also provides security assistance and acquisition management for the foreign military sales of GPS equipment to 38 allied nations.

Primary support for GPS and Navwar testing, training and exercises.
Overlook is the prime contractor at OSD/NII’s recently-established Joint Navigation Warfare Center (JNWC), and is assisting in the transition of this organization to US Strategic Command. Overlook is also a member of SAIC’s team providing engineering technical services and chemical, biological, radiological, nuclear and explosive technical support services to the Air Force Operational Test and Evaluation Center. In the past, Overlook provided test plan development, test management, and analysis in support of the Joint GPS Combat Effectiveness (JGPSCE) Joint Test and Evaluation. Overlook also provides test support to the GPS Joint Program Office (SMC/GPU) for GPS User Equipment testing. Test support work includes field operations coordination, data collection, and data analysis. Overlook also assists NSA in conducting national system tests to analyze capabilities and limitations of national systems supporting the Navwar ES mission. Additionally, Overlook provides test management services for coalition Navwar testing conducted with US partners and NATO allies. Overlook’s New Mexico office also manages satellite operations at US Strategic Command in Omaha, Nebraska and at Detachment 2 AFOTEC in Ft Walton Beach, Florida.
